Personality:
Izuku is a pretty typical shounen protagonist hero. He's vibrant, passionate, stubborn to a fault, and wants the best possible outcome for everyone in every situation. He's the underdog, the deserving kid who gets to fulfill his dreams; his story is meant to draw inspiration from. But his strengths are often shown to wrap around back to being weaknesses at times, and his weaknesses get played to strengths. He's not invincible by any means, and his recklessness has true consequences, forcing him to learn to adapt. His character arc is, above all else, about overcoming adversity without losing sight of who you are.
And who is Izuku? He's a boy who started out with nothing in a world where everyone around him had a step up. In his world, people have been being born with superpowers, or "quirks," for several generations (it can be speculated that the world is at least 230 years ahead of ours), and from a toddler's age, he'd decided he wanted to be a hero: an actual government-regulated profession in combat against people using their quirks to harm others or to commit other crimes. But despite it being an incredibly rare case for his generation, Izuku was born without the mutation required for quirks to develop. In effect, he was told at age four that he could never be what he had always wanted to be.
But somehow, that crushing blow instilled in him a will to do more regardless. His stubbornness awoke in him, and soon he was setting about examining every hero he could find information on, writing down an analysis of their abilities and finding every hero vs villain fight he could reach, either physically or recorded. He became obsessed with the pursuit of knowledge and strategy. The circumstances were wrong for his dream, but that never stopped him. His love for heroes, for what a hero does for the world, could never fall.
Izuku's inspiration to pursue this dream came from a video he found as a very young child, of a hero by the name of All Might, saving a ridiculous number of people from a collapsed building with a smile on his face. That was the image of a hero to him, and what he values most. He wants to be a hero who can save people while smiling, someone who inspires others, and who always makes sure the innocent people live to see tomorrow. With that goal in mind, he challenged the world around him.
But the world did challenge back, and that did a number on his self-image. With his dream so far out of reach, he did a lot to deny that he would never reach that goal. But in the process, he internalized his peers' hurtful words and attitudes. Even now, while he has a quirk (given to him by All Might himself), he can't stop himself from saying that his great accomplishments are only achieved through other people, and not his own actions. He's quick to redirect compliments, not knowing how to deal with them himself, and he never thinks he's deserving of the things he's gotten.
Still, Izuku has baseless faith in the good of other people, even though his faith in himself is lacking at best. He always manages to do what's needed of him because of how much he puts others before himself, no matter how much they burn him. In one person's case, literally: Bakugou.
Katsuki Bakugou is his childhood friend, who was naturally good at everything he tried growing up, and who ended up having an amazing and powerful quirk. Due to the praise he received for that (even from Izuku himself), he turned out to have a horrible superiority complex, and bullied Izuku--even nicknaming him "Deku" (translated to "useless")--for over ten years of their lives. And yet, the only person Izuku obsesses over as much as All might is Bakugou, chasing after him and challenging him from childhood into their teens. While his relationship and understanding of Bakugou have improved, they still challenge one another, and Izuku is still fiercely loyal to him as he's ever been, and Bakugou is still the image of "victory" in his mind, an unbeatable, unstoppable force. He sees the greatness in Bakugou, starkly against his own imperfection, and he's determined to see that blossom into what he knows will be one of the greatest heroes the world's ever seen.
That habit of challenging Bakugou is probably what got him into the habit of being nosy, down the line. It's a quality that All Might encourages in him, telling him that meddling in affairs that aren't your own is the essence of being a hero. Izuku can't ignore someone who needs help, and will put himself in grave danger to fix that problem, be it emotional or physical. This has angered some people, and endeared him to others; but over time, he's learned the fine line to walk between sticking his nose into a situation to lift someone out of their funk and forcing help on someone who'll only resent him for it.
Despite his tendency to get into trouble with that nosiness, when it comes to almost every other situation, Izuku is actually pretty shy. Since he was bullied and had no real friends growing up, and then was taken on as an apprentice to his absolute idol, he's gone through a lot of shock, socially. It's left him polite, but very jumpy and quick to apologize for himself. His first response is almost always a timid one, before he rationalizes a reason to relate to the person, or to reach out to help them.
Now, even though Izuku is a hero, and a good person, there is one thing that could be considered a pretty glaring flaw: he's absolutely a Lawful Good character. In his eyes, it doesn't matter why a villain is doing the thing they're doing; if they're hurting someone else, he suddenly has no ears and has to bring that person to justice. Nearly every villain he's ever faced has tried to outline the problems with the society that he's trying to protect--and they always have a point, even though they're always doing the wrong thing to get the message across. But since they're harming others, Izuku doesn't listen, doesn't process, and just goes all in on the fight instead.
Through and through, he's an honestly great protagonist, and a good hero. Izuku has a lot of room to grow, from killing his heroes to grow into his own person, to learning to blur in the space between his admittedly black-and-white thinking when it comes to the "Us vs. Them" mentality he holds so close. But for a starting point, a kid with a big heart, a bigger dream, and the will to make it happen isn't a bad place to be.
Abilities:
Izuku's quirk is called One For All, which is a stockpiling quirk whose unique nature is that it can be passed to another person. It currently holds the power of eight generations of users, Izuku being the ninth. It vastly enhances the quirk of whoever uses it. Since Izuku doesn't have a quirk by birth, it enhances his physical abilities very greatly. He has to focus on using only 8% of that power, since 100% breaks his body (a doctor in the series said it was like a firecracker went off inside his bones).
As for his natural abilities, he's very fit and trained, physically; he had to be in order for his body to be able to accept One For All without his body literally exploding. He's also incredibly smart, thanks to a decade of analyzing quirks and strategies, and since he's obsessed over the notebooks he wrote about the subjects, he's able to call that information up on reflex. On top of this, he seems to be fairly susceptible to the effects of adrenaline; there are multiple times that while he's gravely injured, he can't feel the pain due to his one-track-minded focus and the adrenaline from the fight. He has a high pain tolerance, but it definitely goes beyond that.
Strengths: Courageous, Strong-willed, Optimistic, Sympathetic, Loyal
Weaknesses: Self-deprecating, Jumpy/Nervous, Stubborn, Overthinking, Crybaby

Why?: Loss of his memories will be really fun to play, because certain people have given his base motivations a lot of shape. Izuku is a person whose devotion (to the point of obsession) to the people he looks up to has made him who he is. Grinding him down to the base elements is something I look forward to toying with!

Vessel: A matching set of gauntlets and boots, built to support the legs and arms more than to protect from attacks.

Power: While the user is wearing the vessel armor, they can harness a low percentage of what essentially amounts to One For All's power, the way he uses it in canon. It gives them enhanced strength and speed, with the ability to create fairly strong wind pressure from the power of the strike. It has to be concentrated on to be activated, though, and needs to be focused into the limb that wants to use the power. With enough training, it can be localized to the fingers with a higher damage output, the way Izuku uses it early on in canon to minimize damage to his body.
